Are you trying to end the processes of another user? I don't know much about this but I can offer this link from Microsoft Support that address the issue. The link is very long so you will need to copy and paste it into your address bar.

Is it a task that can be taken out of your startup? Go to run... and type in MSCONFIG, then click the Startup tab and uncheck everything except what you want to actually start as the computer starts.

Another trick is to go into Services in Administive tools and stop the service. This bypass the secuirty

MSCONFIG is good for removing it full stop Services can stop it for that logged on session

some services are essential to your computer running.. if you try to stop them you simply cant.. if you did you would indeed just shut your system down.
