A friend of mine is using Windows 98. And well, she asked me to create a Username and Password for the Login at startup. I did it, and it works. But there's something strange about it all. The little "x" at the top still lets you in the computer if you click it to close the window. I mean, technically it shouldn't let you in at all unless you type in a password, no? Anyway of resolving this issue? Thanks.

It seems to me that if you didnt "change" the last user/password and just added another user/password and the original user didnt have a password it would let you in. Meaning that the system now allows both to use the computer and it will check secondary security in keeping you both out of each others protected files when/if it is setup.

Windows 98 was never secure in terms of security between different users. You could setup users but all that did was to create different profiles and different Documents, Desktop folders and other settings for each user. So that when you log on you can see your desktop and your settings, however there was no restriction to explore other users' folders.
When you press Cancel, it takes you to the default user so you can still use the computer and explore all the folders and change/install anything you want! Also if you don't press cancel, just enter any user name and some pasword and win98 would create a profile for you!!
There is a tweak for this though I never really tried it. What this tweak does is to check and allow only a valid user to login, and if you are not a valid user or you press cancel it will login but immediately logout not letting you use the PC
