You can simply replace all the black Nichicon capacitors and the board will work, they are known to be bad and need to be replaced. They are the ones in a row, usually eight of them. Seven 2200uF 6.3V and one 1500 uF 6.3V, but check what you have. Part numbers UHM0J222MPD-ND, and UHM0J152MPD3-ND from Digi-key Corp.

These caps were typically installed on most motherboards in the early to mid 2000's on Pentium 4 and similar type systems of that time, Dell, HP, etc. If memory keeps failing check these out. The caps usually swell up on top with crust on top. If any sign of rising up on top, not perfectly flat replace, or simply replace all caps listed. This will correct hung POSTs, blue screens, computer restarting by itself, bad memory checks, hung applications, computer frozen, etc.
