What would be the best choice or a Kyro II w/ 64 MB based Video card? If I'd have to choose between Powwer Color/Innovision/Hercules, regardless the price, what would your advice be?

Well, I'd guess Hercules as a brand, but I expect the cards themselves are all much the same. I've had things like Sparkle NVIDIA based graphics cards before that were very very similar to bigger brands' versions, just a lot cheaper. Unless one of them has TV-out or some other feature you really want, I don't think it'll matter which you get.

The only thing that would be likely to make a difference would be if one of them had used slightly faster RAM chips, Hercules have a bit of a history of doing that so you might want to check their respective websites and look for speed ratings either in nano seconds (ns, lower is better), or MHz (higher is better).
