When I turned my computer on the start menu and taskbar were not there, and I can not get it back.

move your mouse all the way down and see if you get a verticle black bar with 2 arrows on each end, if you do click and hold and drag the taskbar up. Someone must have either enabled auto hide or they hid the bar by mistake or moved it to another edge of the desktop.

try bringing up your taskmanager by pressing ctrl,alt and delete at the same time and see whats running.Could be a program thats preventing windows to load properly.

If you press the Explorer key, does it come up? It's the key between the Alt and Ctrl. If it does, right click on the Taskbar and select Properties. Check to see if Lock toolbar is checked off. If it's off, you should be able to move it back.
