Can anybody tell me how you can find out if your computer has been hacked and if it has how to stop it the hacker getting in again?
And things to do to avoid been hacked?

Firewall
SpyBOT Search & destroy's Tea Timer
Spyware Blocker/Blaster
Norton Anti-Virus.

In that order. Also, connect your internet via a router, so that you can have a hardware firewall. That should prevent anybody from getting into your computer. Unless the guy is a pro that is, then there is no use.

I second SuperXP's recommendation for a firewall. Other programs such as SpywareBlaster and Spybot will help take care of malware already on the system. For an antivirus, I recommend Nod32.

nope, Nod32 is an anti-virus, not a firewall :/

If you believe there is a hacker on your PC than see if u cna get your IP reset.

i am not sure if there is.Is there any way to be sure,the reason why i think is while i was on the pc web pages started apperaring loads of them saying site cannot be displayed and they kept on apearing 15 times id close them then theyd appear again untill i pressed control alt delete and stopped the application this might not be a hacker iam not sure what do you think it has only happened once today.
Also i will building a new system iam going to change everything (including windows) except the cd-rom and hard drive if there is a hacker will that get rid of him?

Hackers can be rid of by changing your IP or just unplugging your Ethernet cable to your modem/router.

it's just your comp freezing up, you don't have a hacker. though i do recommend you get a firewall and antivirus going if you don't already

Are you using Internet Explorer? If so, Id recommed ditching Internet Explorer and download and install Mozilla Firefox.

For an anti-virus though, do not get Norton Anti-virus. Its a pile of crap. I recommed AVG (Free) if you rather not pay anything for an anti-virus. Or if you do, go with NOD32.

usually hackers love using worms or rootkits to keep in contact with your system, usually those programs try to call home, just like spyware.

that's rugt, unplugging it is the safest.

monitor your system. can be be pain stacking and time consuming but it's worth it.
icesword is one of the best tools but hard to get a hold of. i found on some chines website. i can post a link if you are interested. many specify as rootkit tool but i think it's good alaround
also ethereal can give you some detailed information about what info is going in and out of your pc.

With my experience with Routers so far, when you get hacked and your behind a Router, sometimes routers will deny your internet connection until you reset it, i believe its a means of last ditch anti hack tactics.

Try an online virus scan with Panda online virus scanner, it detects spyware viruses and also hacker tools dropped on your system. It may not remove them but it will provide you with some insight to any bad stuff on your pc. Just remember to shut down your usual AV before allow Panda to scan your pc. hope this helps.

and download AVG Anti-Rootkit Beta and do a full search on your system that should do the job and get avg free, if your useing a router use SP2 firewall that should stop anyone getting into your system
