  COMPUTER KEEPS RESTARTING AND WONT TURN ON

someone help me
my computer is an HP not sure what year but when i was using it the other day it froze so i restarted it and then it keeps restarting..

it comes up with the HP logo then has a black panel with a bunch of settings such as "start windows normally" "and a few others like "safe mode" and so on..

any setting you put it on it just goes to the screen where it says "Windows" and it looks like its loading but after the little blue dash -aka- the loading bar goes across a few times, then a blue flash comes on for a split second, i hear a weird noise and it restarts...and goes BACK to the HP logo and does it all over again..

someone help me

Arron, you didn't state which OS you are using, but given the blue flash and restart scenario (indicatting a "blue screen error message") during the OS load process and a crash restart. If you can get the computer to boot into safe mode you should take a look at the drwatson logs for some insight as to which driver/process is failing to load. Again if you can get it into safe mode, you may want to modify your system error and restart settings under System Properties > Advanced >Startup and Recovery to ensure that you have under System Failure the checks Write an event to the system log enabled, and the Automatically restart option unchecked. In this case you should be able to get the information from the blue screen, then reboot your system normally after getting the information and finding a proper fix using the BS information.
