I just want to know why this account makes itself and what would happen if I get rid of it. It doesn't appear when turning on normally and I cannot be bothered to check in safe mode. Can someone tell me what it is and what causes it.

When you install .NET Framework 1.1, that user account is created. I always delete that account and have never had a problem because of it. If your computer hosts an ASP.NET 1.1 site, you should probably leave it.
