If it has integrated video, you may have to shutdown, then connect the monitor back to the integrated video, re-boot and modify your BIOS settings to initialize and use the external video adapter first.

Then you shutdown again, move the monitor back to the video adapter and see if that corrects the problem.

Try:

Resetting CMOS

Ensuring any aux power connector on vid card has power

You are using the "correct" video output connector on the vid card (e.g. if the card has 2 DVI connectors, or 1 VGA and 1 DVI connector, etc. try using the connector you haven't used yet. You may need an adapter (e.g. a DVI2VGA adapter)) For similar information, see

edit to add-
Which mobo, video card, OS, and OS SP are you using?

i tried both cards after resetting... i also tried all 4 different connectors on the cards. in addition i tried searching for aux power but i knew there wasnt. the one card was working perfectly on the old mobo, but not this new mobo i put in. after all options exhausted, i figure it was bad pcie slots. i am going to bring the cards over to a friends house to make sure they work. then change out the mobo because it is probably doa
