Yes, you have xp 32bit edition which can only see about 3 gigs :P

Get 64 bit to see all 4 gigs

Thank you for your responses. I don't have 64 bit enabled on my mobo, but if I do, will it the 4Gb's show up, or do I have to reinstall windows to 64 bit?

If you don't have a 64 bit operating system, you won't be able to see all your RAM. 32 bit only supports up to 3.3GB or something like that.

We had few ram sticks labeled 1gb but they were 512. Never buying from that company again.

So sometimes they do mislabel their stuff.
