I've bought a Intel SE7501BR2 server board and would like to know if a PWR-APS-680W ( Arrow power supply) will work with it? I can't get any power out of any plugs , the fans won't even run. Everything's new, no grounds to cabinet
The board came with two ZEON 2.4G prossers 1G RAM.

I'm not familiar with that power supply. If it's a normal 24 pin ATX configuration try disconnecting it from everything and short the green connector with a black one and see if the power supply powers up.
