  System restore and task manager unavailable!!! Plz help!!!!

So I guess one of my roommates downloaded something that wasn't what they thought. Now when I try and access my task manager I get an error saying "Task manager has been disabled by your administrator". I'm logged into my admin account, in safe mode, still can't access it.
I tried going to the system restore in system tools, and tried getting to it from mcafee, and I get this message:
"system restore has been turned off by group policy. To turn on system restore, contact your domain administrator."
don't know what to do, please help me!!

You need to edit the registry. Find this key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

And locate the DisableTskMgr entry. Delete it. I would suggest a spyware scan as well.

Get MalwareBytes also downloaded to your system, and run it also with your AV.

NOTE: If you've never tinkered with Registry before, then get someone who
does know how to do it. If you mess up then you're pretty much screwed.
There are links if you google them to guide you through this. I suggest
you google it.
