There is another post on this matter , but the other dude does not give enough details ... SO right now i have an PC with an ASUS P5QL-SE motherboard , 4 GIGS of RAM ddr2 , an MSI Geforce 9800GT 512DDR3 video card , and windows 7 64 bit ultimate....The PC restarts on startup , giving me the blue screen with the IQRL_NOT_LESS_OR_EQUAL , the pc can restart like 20 times in a row.
When it finally works , i get the "windows has recovered from an unexpected shutdown" window , with the problem details :

I ran the windows memory test , memory looks fine ...
BTW i have an UPS , 1200 VA , but the driver is not installed ... could it be because the pc doesnt get enough electricity ? i have an 19" big monitor , an old one , 5.1 speakers , a modem ... and many others in the soket....
