I get the error message when I try to open IE, that windows does not recogonize this file
needs to know what file to use to open it

PLEASE HELP

It may be that the shortcut is corrupt. Try opening it via the start menu.

You may just want to go into microsoft updates and update IE. This may fix the problem.

You may beable to download the latest version of IE, install it and it may fix the problem.

Next step would be to run a program called malwarebyte to get rid of malware, or reinstall windows.

If possible i would try to use Firefox as it is a better browser, unless you are just trying to use windows applications that require IE.

I am running IE8
I cannot install Firefox everything just stops after the message "wndows does not recognize this program"

Thanks for your help, any other suggestions?

what operating system are you using?
is x86 or x64?

could also be the windows installer, which is available as a seperate download.

are you running any anti virus, spyware, malware programs?

You can either be part of the problem or be part of the solution.
