Here's my test results and comments.

2500 xp cpu
ATI 9700 pro
768 pc2700 ddr
asus a7n8x deluxe mb
audigy 2 sc
win xp sp1

4.10 ati drivers

HL2 on medium settings at 1024x768

results:

demo_001 70 +/- 10 fps
demo_002 52 +\- 6 fps
demo_003 73 +/- 5 fps
demo_004 37 +/- 3 fps

+/- = variance

My results show something a bit different than stated in the article. Adding a 9700 pro to a 2500xp cpu greatly increases fps compared to the initial test using a 9600xt and a P4 2.4 ghz cpu. Granted I have a different cpu but I believe it is pretty comparable powerwise to the P4 2.4. And so my conclusion is that adding a better graphics does improve fps using a test very similar to the article's initial test. I sorta find it hard to believe a x800 pro wouldn't do anything for the fps if my 9700 pro does something. The architecture being different, perhaps it works quite a bit worse with slower cpus than a 9700 pro. Still I'm skeptical.

I have a
P4 2.8 W/ a 9800Pro 128mb
1024 DDR400

I am about to upgrade to a A64 3500 and SLI(still deciding on cards) and figured I would see what my system does right now. I have had this computer config for a while so there is a lot of stuff on it, that is why I'm upgrading. Its kinda like moving, best time to clean house. I loaded the game on a 10k raptor that i use as my system disk. Any way heres the results, not as good as i expected.

Demo1 - 50.99 / 5.754
Demo 2 - 50.90 / 4.618
Demo 3 - 63.32 / 3.496
Demo 4 - 37.96 / 3.080

I ran them @ 1024x768 medium although I ussually set them to 1280x1024. I think all the built up junk on my pc is just dragging the whole system. When I get my new rig built (waiting 4 $) I'll sent another post with results on the virgin system.
