my girlfriend is asking me to build her a new rig which costs around 300 dollar range. she wants it to be and okay computer that loads up pretty quick and cant watch videos smoothly. she wont be playing any video games or anything.

The total from that was 257.99 not including tax and shipping. The mobo has an NVidia onboard video card which is nice and can run most games if necessary. The case is the best you'll see for that price as well. the only thing I didn't include was a CDRW since I had a spare one laying around. You could probably find one for under 20 though.
I hope she has an extra $5.81 to spend. If she does you can build a fast system with 512MB of DDR 400 ram, a sempron 2600+, a dedicated video card, name-brand CD Burner, 40GB name brand HD, and a mobo with good users reviews plus AGP, built in LAN and Audio. And it will run Windows XP really good.
