The metal grate is your CPU cooler, the most important cooling equipment in your computer! What socket is your CPU? There should be a lever of some sort that should release the cooler.

well i have a Gigabyte GA-7VT600-RZ Motherboard . i saw the lever, but i dont know how to release it. iv tried too stick a skrew driver in it downward. hoping it would release. there is like a metal peice across the middle latching it down. im computer randomly restarts, an i think its cuz of this heating problem. =(

Socket A...

There is usually a hook/lever system on Socket A where you have to stick a flat screw driver in a little pocket, press down, then lever the screw driver towards the center of the heatsink. That will get the hooks off the socket. The other side should come off relatively easy.

Keep in mind that whenever you remove the heatsink, you must reapply fresh thermal paste when putting it back on.

It does that. I've done it a lot of times and it still creeps me out. If you can get a good look at the clips, you can see how far down you have to go before they are clear of the hooks. You really don't have to press down very far (just a few millimeters). The key is to lever the clip away from the hooks. Once the clip clears the hook, it should come off easy.
