Not sure where to post this. I ran a scan at canyourunit.com and it says it meets the requirements. When I play the game though I use the FPS command I'm getting 7 fps constant, if I look at the sky or ground it'll go to a whopping 17-20 FPS! *sarcasm*
(this was tested using "recommended settings" and also at the lowest settings
This PC was bought at a brick & mortar store and I haven't bothered to upgrade it because none of my friends PC game anymore.

Here's the specs:
Manufacturer:
Gateway
Processor:
AMD Phenom(tm) 9150e Quad-Core Processor (4 CPUs), ~1.8GHz
Memory:
4096MB RAM
Hard Drive:
640 GB
Video Card:
ATI Radeon HD 3200 Graphics
Monitor:
Sound Card:
Speakers (High Definition Audio Device)
Speakers/Headphones:
Operating System:
Windows 7 Ultimate 32-bit (6.1, Build 7600) (7600.win7_gdr.100618-1621)
Motherboard:

I even tried playing Medal of Honor Allied Assault for old times sakes and was only managing to get 99FPS with highest settings
at the lowest game settings it was surprisingly slower!? It was capping at 60 fps.

So, I'm thinking something has got to be bottle necking the performance somewhere. Any suggestions or ideas? I've seen a couple of videos on youtube of ppl with the same GPU running cod 4 at I think 60 fps or so

That's actually pretty good, I get about 4fps.

Pretty obvious. Look at your video card. it is so poor for gaming. Drop the in game video quality AA and AF.

Also, when having a problem like this, you need to post your monitor resolution. If you are running 1920x1080, that is a definite killer for your video card.

Meh its a 1080p moniter I've played with the screen res a little bit. Ill try again. I know the graphics card is lower end but didn't think it was that bad.

Honestly it is a pretty weak system, but 7 fps still isn't right. Can you run some benchmarks such as 3DMark05 and 3DMark06? I'd like to see the scores. Also try turning Water Quality(or whatever that option says) to lower and see how it is.

I managed to get it to 20 FPS disabling shadows and all that good stuff and putting the screen res to standard 4:3 at the lowest res possible

I've posted this Q before but that was a year ago: What graphics card can I upgrade to using the same MB?

Here's a little more detailed spec sheet from gateway

Change the resolution rather than the aspect ratio. If you running at 1920x1080 I just don't see how the 3200 is going to cut it. I used to have a 3850 and while it was quite weak, performed much better than what you state. I also see it's INTEGRATED, that's even worse :(

The mobo seems to support PCI-E which means just about any card should go in it and work - BUT the powersupply would need to be upgraded as well if you were to put a decent card in there.

Honestly I wouldn't spend much on an aging system. The best thing I would put in there is a HD 4850 or 9800GT. It's either that, or build a whole new PC.

I would go with the 4850 first but here you go:

1GB 9800GT!

You will need at least a 500 watt power supply also. You can probably get a half decent one to power that system for cheap. Let us know what you want to do.

You didn't list your PSU specs so I'll assume it's a weak one. But if you buy a new one you can probably overclock the cpu a whole lot more and boost your performance through the roof. 1.8ghz isn't enough for today's games and it doesn't matter that it's a Quad core, it's just too slow.

You can get a 9800gt for $89.99 or $59.99 with rebate which is damn good for the price and the card will run every game to date with good performance, though you may have to sacrifice a little quality since you have a high res.

I didn't catch it either at first, but the psu is listed here as a 300 watt.
I am surprised that the pc even boots with that small of a psu.
So as stated above, you can't upgrade your pc with out a new psu.

Here is a gtx 260 for $150 usd. Recertified.

I'd be surprised if that PSU is supplying enough juice for your current components

I think that you should be able to run at least a HD5970 without issue :p
