Can't remove 'Read-only' attribute on folder in XP

I have a piece of software that checks a certain folder for images. If there are images in the folder, the software uploads them to an FTP server and then moves the images into a sub folder under the original folder the images are dumped into.

Whats happening is that the software is giving an error message saying that it can't access the file for whatever reason. The images are being moved to the sub folder, but are not being uploaded to the FTP. This software works on most computers, however this particular PC is giving us problems, and I'm almost certain its because of the folder attributes.

Every time I uncheck the 'Read-only' check box in the folder properties and hit apply, when I go back into the folder properties, the 'Read-only' is still checked (or squared/partially checked I guess).

I've tried manually setting attributes in the command line and followed a couple Microsoft articles but still no dice. Anyone have any ideas?

I've run into similar problems when the total path/filename of files became too long for the OS to deal with properly. Things wouldn't necessarily "hard" fail as such...copies, moves, and deletes became unpredictable...and one of the things I remember is file attributes mysteriously changing. Once I shortened preceeding folder names in the total path the idiosyncrasies disappeared.
