  My computer won't start up nor shut down, help please?

Motherboard: Gigabyte ga-8pe800
Power supply: frontier KY-400ATX

So, the problem is a weird one, as you may have noticed, the computer is a really old one, but I don't want to throw it away if I can still somehow use it. About a month ago the computer stopped working in a way that it doesn't want to start up nor shut down. When it's plugged in the ventilators start working automatically (without me pressing the on switch) but the machine doesn't boot up. If I hold the off switch, the computer doesn't respond so i have to keep it unplugged for it to stay put. I'm not really sure what the problem is and I can't seem to find something similiar on the net. If I knew that I could fix it for some reasonable price I'd do it, else I'd throw it away. If someone could help by telling me where the problem lies, I'd be thankful.
